Tiger at 2013 BMW, did the ball move or oscillate?

At the 2013 BMW Championship, Tiger Woods was assessed a two-shot penalty when a video review showed that Tiger inadvertently moved his golf ball while clearing a twig. Video caught the action and a viewer called in the report

Despite watching the tape several times, Woods maintained he did nothing wrong and should not have suffered the penalty.
