Golfer in rough ajacent to fairway takes relief drop in fairway, legal or not?

"Larry's ball lies in the rough close to the fairway. Larry is entitled to relief from an immovable obstruction next to his ball. He can drop the ball within one club length of the ball. Within the one club length, Larry is in a position to drop the ball in the rough or on the fairway. Larry of course puts a sly smile on his face and drops his ball ""at arm length"" over the fairway so his ball comes to rest in the Fairway and not in the rough where he was lying. Was Larry correct in his action. What is the correct course of action?"

A. Larry was within his right to take relief and the fact that he was in a position to drop in the rough or on the fairway and chose the fairway is OK. After all, grass is grass, right?

B. Larry must re-drop his ball. Larry was taking relief from an immovable obstruction and his ball was in the rough. Yes, he can take relief, but he must drop his ball in the rough. He can not unfairly improve his lie.

C. Larry's drop counts. He has to play from this new position, however he improved his lie in a manner that was not legal and is awarded a two stroke penalty.
