"Our foursome was playing golf in the North Georgia Mountains. Larry's drive on #4 landed 20 yards to the right of the fairway about a foot behind what I would describe as a very small boulder and Larry characterized as a large rock. This rock was resting on the ground in a direct line to the green. With some considerable effort Larry was able to push the rock out of the way of his intended swing. Scott protested Larry's action. Larry said he was within his rights, the rock was a loose impediment, as witnessed by his ability to move it. Scott said that Larry violated the intent of the loose impediment ruling by moving an object that clearly required considerable effort to move. Scott said Larry had improved his lie illegally and should incur a two stoke penalty. What is the correct ruling."
